Most likely, you have no idea who NFL referee Carl Cheffers is but you will remember his name after you see this video.
During the Dallas/Houston affair over the weekend, Cheffers had a little trouble trying to explain the off-setting penalties called on one play:
Maybe we can create a new penalty called, "Unnecessary Explanation".
