Phone service is also down to police and fire departments in most cities in Eddy County, including the sheriff's office.
The cause of Tuesday's outage is not immediately clear.
KOB-TV says at this time, police have no instructions to pass along to the public.
It's not immediately known when the 911 service will be restored.
